Governor of DKI Jakarta, Anies Baswedan, issued Gubernatorial Regulation No. 47/2020 on travel limitations out-of-and-into-Greater Jakarta on 14 May 2020. This regulation is issued as part of the effort to prevent the spread of the COVID-19.
Gubernatorial Regulation No. 47/2020, which has 8 articles, is intended to be the guideline in implementing travel limitations out-of-and-into-Greater Jakarta, to curb the spread of COVID-19 and to provide protection as well as legal certainty for the COVID-19 Task Force in the province of DKI Jakarta, as stipulated in Article II of the regulation.
Based on the Gubernatorial Regulation, people wishing to leave the metropolitan area are required to obtain a Jakarta Exit and Entry Permit (SIKM), as regulated under Article IV, with the following requirements:
1 | KTP-el DKI Jakarta holder or DKI Jakarta Family Cardholder but living outside Jabodetabek; or
2 | Foreigners who have KTP-el/ permanent stay permit
3 | Stamped Health Certificate
Meanwhile, for people that do not have e-KTP DKI Jakarta, the requirement to obtain SIKM is stipulated in Article IV Clause 7.
However, the Gubernatorial Regulation also contains articles about exemptions for essential sectors as stipulated in Article IV, including:

Meanwhile, in Denpasar, the Municipal Government has enacted Restriction of Community Activities (PKM) since Friday, 15 May 2020. According to Prof. Dr. I Nyoman Putu Budiartha, SH.,MH, Dean for the Faculty of Law from Universitas Warmadewa (FH Unwar), the positive impact that can be achieved if the PKM is successfully implemented, is that it would restore the positive image of Bali in the national level as well as international level. This is due to the fact that Bali is a region that relies on the tourism section. However, PKM could also raise some concern for the people living outside of Denpasar but working in the city of Denpasar. All activities such as office activities and economic activities are still operating normally by adhering to COVID-19 health protocol, such as physical distancing, wearing masks, and washing hands. For people not from Denpasar but working in the city, they are urged to prepare themselves when conducting activities, such as preparing permits and vehicle registration certificate during this PKM period.
