Large Scale Social Restriction (PSBB - Pembatasan Sosial Berskala Besar ) is a limitation of specific activities of a particular region that is suspected of COVID-19 infection. PSBB has been regulated in Ministry of Health Regulation No. 9 the Year 2020 concerning the Large Scale Social Limitations Guidelines in the Framework of the Acceleration of COVID-19 Handling.
Several regions in Indonesia submitted requests for Large Scale Social Restriction, that have been approved and reviewed for its readiness by a selected team from the Ministry of Health. Local governments must have data in the spread of cases, local transmission events, data on the increase of the number of cases over time accompanied by epidemiological curves, as well as the region’s readiness regarding the aspects of the availability of basic living needs for the region’s citizens.

1 | The closure of schools and the workplace:
Activities that are allowed to be carried out in schools are the education, training and research that are related to health services. While businesses that are allowed in the workplace are by limiting the number of workers at central government offices, commercial and industrial companies that serve the interests of the people, as well as industrial and transportation companies that are related to essential needs/essential goods.
2 | Restriction of religious activities:
The permissible religious activity is to undergo worship at home with family members, by keeping a safe distance and keeping a maximum of 20 people for mourners of late non-COVID-19 individuals.
3 | Limitations of activities in public places or facilities:
Allowed to carry out activities in areas such as markets or shops that serve essential needs, health services centres, hotels or lodgings that accommodate COVID-19 affected individuals, companies that provide quarantine facilities, and other places that fulfil basic requirements.
4 | Limitation of social-cultural activities:
Allowed to be implemented, by not involving a large group of people and large gathering, by adhering to the guidelines of official customary institutions recognized by the government and regulated laws.
5 | Limitation of modes of transportation
a ) Private/public mode of transportation is permitted to operate with a restricted number of passengers.
b ) Transportation of goods that are allowed is those that transport essential goods such as medical needs, food, fuel, import/export packages, fire prevention services, stations, airports and cargo ports.
6 | Restrictions on other activities related explicitly to defence and security:
Permissible to carry out military & police OPS activities, due to it being the main element and support for the acceleration of the COVID-19 outbreak handling, as well as other routine OPS activities.
1 | Services which sell basic ingredients and medicines, such as supermarkets, markets and pharmacies.
2 | Health centres or other facilities that help fulfil health services and all related medical institutions.
3 | An establishment which offers accommodation to COVID-19 associated individuals.
4 | Transportation services that provide transport for quarantine facilities.
5 | Facilities which are used for public sanitation.
6 | Facilities that helps fulfil the community’s basic needs. However, these exceptions need to adhere to the guidelines set for crowd restrictions and application protocols.
1 | Prevention of social community activities that leads to the gathering of people, both in a private or public environment.
2 |Prevention of the stocking up of basic needs.
3 | Not to be influenced or spreading of a hoax that causes social unrest.
The implantation of PSBB will be carried out as long as an incubation period (14 days), and if there are new cases of COVID-19 found, the implementation will be extended for an extra 14 days from the date of the last case found.
