Chairing the 30th ASCC Meeting, Indonesia Pays Attention to Migrant Worker Issues

The Coordinating Minister for Human Development and Culture of Indonesia, Muhadjir Effendy (Menko PMK), who chaired the session, revealed that one of the agendas to be promoted at the ASEAN General Assembly is related to migrant workers.

"Today, we discussed the socio-cultural pillar, which will later be adopted at the 43rd ASEAN Summit in Jakarta this September. One of the topics we discussed was about nursing or care workers," Muhadjir stated at a press conference at The Langham, Jakarta, on Tuesday (August 29, 2023).

The Secretary-General of ASEAN, Dr. Kao Kim Hourn, also attended the meeting, which, among other things, discussed ASCC’s strategic direction in fostering and ensuring a resilient, inclusive, and sustainable ASEAN.

He also mentioned that the meeting served as a platform to exchange views on the formation of a strong and inclusive post-2025 ASCC.

"The meeting also expressed appreciation to Indonesia for its strong leadership as the 2023 ASEAN Chair and ASCC Council Chair and reaffirmed its commitment to supporting Laos’ ASEAN Chairmanship in 2024," said the ASEAN Secretary-General.

Meanwhile, the Special Staff of the Coordinating Minister for Human Development and Culture for International Cooperation, Joko Kusnanto Anggoro, revealed that the declarations and statements related to socio-cultural issues in ASEAN in 2023 were considered highly productive.

"There is resonance with domestic programs, particularly in poverty alleviation and stunting reduction, equitable development, gender issues, and so on," Joko stated.

The various achievements made by Indonesia, particularly the Coordinating Ministry for Human Development and Culture, will also be represented and realized in the region.

Additionally, Joko mentioned that his team is striving to ensure that various socio-cultural issues remain a key pillar in ASEAN leadership for the following period.

"We hope that in 2023 and 2024, we will be even more active in ASEAN in promoting socio-cultural issues," said Joko.

Under Indonesia's Chairmanship, the ASEAN Socio-Cultural Pillar has five key focuses: the empowerment of persons with disabilities, climate change mitigation, strengthening family resilience, improving the quality of early childhood education, and sustainable disaster resilience.

These priority issues are outlined in documents that will be ratified by ASEAN heads of state at the 43rd ASEAN Summit on September 5-7, 2023. The documents include:

  • ASEAN Declaration on Disability-Inclusive Development and Partnership for a Resilient ASEAN Community
  • ASEAN Joint Statement on Climate Change to the 28th Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC COP-28)
  • ASEAN Declaration on Gender Equality and Family Development
  • ASEAN Leaders’ Declaration on Early Childhood Care and Education in Southeast Asia
  • ASEAN Leaders’ Declaration on Sustainable Resilience

Furthermore, Indonesia has also proposed 13 other documents in the fields of health, labor, village network development, social protection, environmental sustainability, and education. Before being escalated to the ASEAN heads of state level, these documents will first be discussed at the 30th ASEAN Socio-Cultural Community Council (ASCC) Ministerial Meeting.
