Drawing from the experience of securing the 42nd ASEAN Summit 2023 in Labuan Bajo, East Nusa Tenggara, on May 9–11, 2023, the Indonesian National Armed Forces (TNI) will be responsible for ensuring the security and smooth execution of the summit.
The event will be attended by 11 ASEAN leaders, 9 leaders or representatives of ASEAN dialogue partner countries, and 9 leaders representing international organizations. TNI plans to deploy its full force to safeguard all summit participants, including both leaders and delegation members, from their arrival at Soekarno-Hatta International Airport, Cengkareng, Banten, to their accommodations and meeting venues.
A total of 11 task forces will be deployed to ensure the smooth execution of the 43rd ASEAN Summit 2023 from September 5–7, 2023. These task forces include the VVIP Security and Regional Security Task Force, Special Security Task Force, Evacuation Task Force, Cyber Task Force, Intelligence Task Force, Communications and Electronics Task Force, Air Defense Task Force, Naval Task Force, Airport and Port Security Task Force, and Public Relations Task Force.
This was stated by the Commander of the Joint Regional Defense Command (Pangkogabwilhan) I, Vice Admiral TNI Erwin S. Aldedharma, in Jakarta on Thursday (August 31, 2023). According to the 37th batch graduate of the Indonesian Naval Academy in 1991, he has conducted two briefings before the Commander of the Indonesian National Armed Forces (TNI), Admiral Yudo Margono, on August 18, 2023, and August 25, 2023.
"The TNI Commander’s directive to us is very clear. As part of the security operations for the 43rd ASEAN Summit 2023, TNI must execute this task well, just as it did during the previous ASEAN Summit in Labuan Bajo. The TNI Commander expects full cooperation among all task forces," said the former Commander of the Western Fleet Command I.
For security arrangements at the ASEAN Summit, which will be held in Jakarta for the first time, the TNI Commander, according to Vice Admiral Erwin, has assigned Kogabwilhan I as the Joint Integrated Command for VVIP Security (Kogabpadpam VVIP). This unit will be fully responsible for securing VVIP guests, including presidents, vice presidents, and state guests at the level of heads of state or government.
These security forces will be equipped with primary weaponry systems from all three military branches, including Anoa bulletproof tactical vehicles, Super Puma and Apache AH-64 helicopters, and specialized vehicles from the Nuclear, Biological, and Chemical Engineering Company (Kizi Nubika) of the Indonesian Army Engineering Directorate.
The security operations will be conducted over nine days, from September 1, 2023, to September 9, 2023, beginning with a security force roll call at Monas Field on Friday (September 1, 2023). The security pattern will closely resemble that used for the 42nd ASEAN Summit 2023 in Labuan Bajo.
Kogabpadpam VVIP is also required to prepare emergency evacuation scenarios in case of threats during the summit. This was directly simulated by the Presidential Security Force (Paspampres) at the VVIP Arrival Terminal of Soekarno-Hatta International Airport, Cengkareng, Banten, on Monday (August 28, 2023). More than 50 Paspampres personnel, dressed in all-black uniforms from various TNI special forces units, conducted a security and evacuation simulation for VVIP guests at the airport.
Additionally, a layered security measure demonstration was carried out by the Korps Setia Waspada to secure state guest motorcades from the moment they disembark from the aircraft to their accommodations. Each state guest vehicle will receive full escort from two motorized units and one mobile unit.
Each security personnel assigned to the escort will be equipped with a body camera. Standard Paspampres protective equipment will also be prepared, including the latest organic weapons such as the SS1-V5 5.56 mm assault rifle.
This 3.7-kilogram rifle, manufactured by PT Pindad, is specifically designed for TNI special forces. The SS1-V5 has a shooting range of up to 400 meters and can be used for close-quarters combat in emergency situations. Paspampres will also deploy bulletproof vehicles during the simulation to ensure the safety of state guests.
Meanwhile, the Chief of Naval Staff, Admiral TNI Muhammad Ali, while observing a cultural performance training session by the Indonesian Navy Women's Corps at the Navy Sports Arena, Indonesian Navy Headquarters, Cilangkap, Jakarta, on Tuesday (August 29, 2023), stated that he had received orders from the TNI Commander to prepare all available weaponry systems. He confirmed that all assets would be under the command of a special task force.
"The Indonesian Navy’s warships are ready to patrol the waters around Jakarta Bay and the Military Sealift Command Dock in Tanjung Priok in conjunction with the security operations for the 43rd ASEAN Summit 2023. The Navy has also deployed maritime patrol aircraft to monitor the waters for potential threats. This is to ensure the smooth execution of the 43rd ASEAN Summit 2023," said the Navy Chief of Staff.
